简要规则描述：本项目红线范围内的所有电力管线拆除及其他因红线范围内内电力管线拆除而实施的搬迁工作，为实施电力管线拆除搬迁而进行的一切附属工作内容，并负责办理一切前期手续、道路赔补、图纸设计，通过管理部门的验收等一切手续。            

Brief Specification Description: All power pipelines within the red line boundary of this project, along with any relocation work conducted due to the removal of these pipelines, all ancillary tasks related to the dismantling and relocation of power pipelines, and the responsibility for handling all preliminary procedures, road compensation, design drawings, and obtaining approval from the relevant authorities are included.            

合同履约期限：计划20个日历天内完成（开竣工日期以实际日期为准）        

The Contract Period: Plan to complete within 20 calendar days (the actual start and completion dates shall prevail)

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。        

(b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for people with disabilities, support for small and medium-sized enterprises, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented.        

(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；（2）未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的采购活动；为采购项目提供整体设计、提供规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；（4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加采购活************委员会）”颁发的五级及以上承装（修、试）电力设施许可证（2025年7月1日前核发在有效期内的许可证仍有效）或具备三级及以上承装（修、试）电力设施许可证（2025年7月1日后核发的许可证）（详见招标文件）
